Heater blowing only out of panel??? 700

My '87 740 is only blowing heated air out of the panel vents even when I move the vent slider selector on the dash... Nothing from the defrost and very little from the leg vents. Seems like some sort of diverter isn't properly functioning in the dash. Any ideas?
