Can the intake system become 'blocked', as opposed to the exhaust side? 700 1990

I only asking because of a power reduction problem. The engine sounds as if it is not receiving enough air or enough air at acceleration, since I have NO acceleration!

Do I have a exhaust plug I can unscrew to check for cat blockage, maybe I have exhaust blockage.

The turbo spins freely, the hoses are in good shape and are connected well with no apparent leaks.

Idle: The boost gauge shows negative boost at idle, 9 or 10 o'clock position
Moderate rpm: The boost gauge needle is at the mid point (12 o'clock position)
High rpm: Only slightly in the yellow at 1 o'clock position

Are these nominal conditions?

No fault codes, timing is correct, timing belt has no missing teeth, four feet of vacuum hoses replaced (did not change condition), new plugs, new wires, new coil (for the hell of it), sensor connections good (cleaned with cleaner, remember no fault codes), spark to each cylinder, new pump, new fuel filter, new air filter (removed foam on underside of air box, but no pieces of foam were missing prior to condition).

Gist of question: can something become stuck in intake system?

And in regards to exhaust, can a partially collapsed/blocked cat suddenly become mostly collapsed/blocked overnight or within a couple of hours?

Ok, well, no one wants to read all this garbage, so I'll stop now.
