P brake causing squeeling low speed groans? 200

i have never been happy with the parking brake on my 89 wagon...it has never seemed to hold the car tight..even when adjusting that large bolt behind the lever...i changed all the rotors and pads all the way around..now i get a squeel from the rear sets...(probably new pads and rotors in back) but, i also get a low speed when braking (10 mph and under) groan..if i play with the p brake lever it seems i can make the squeel and groan vary in sound...the p brake doesnt even seem to engage really smoothly, more like loose loose loose bam...hitting a wall..and i can hear slapping sounds too it seems somtimes when i am using the lever to try to make the squeeling go away...

is our parking brake easy to rebuild? i will have to pull the rotors to see it wont i? i dont rememebr seing anything out of the ordinary when i had them off before..like and shoes or anything...

please help me with any inputs you may have,
