How remove rear lower shock absorber bolt? 900 1993

Hi!

Tried to change rear shock absorbers in my 945 wagon. The lower bolt on left side seems to have rusted well into the metal tube inside the absorber rubber bushing. Have tried hammering it through with a sledge on the inside end with nut loosened to the outer end of the bolt, but it just comes out by about 1 mm, no further, and the metal in the suspension arm seems to begin bulging out on the outside part, instead of the bolt coming out. I feel a bit hesitant to use heat so close to the gas tank. Am thinking of trying to get it out by cutting off the bolt head with metal saw. Is this a good way? Or is there some other good way of cutting the tube and the bolt?

Have checked the FAQs but did not find any suitable advice for this. Have of course applied lots of penetrating oil.
