Hard start but smooth idle. 700

I have been helping my neighbor with his -88 740 (what an honor! :-)). It suffers from a hard start problem. Upon starting (hot or cold), it cranks and starts, but then rpm drops (sometimes it stalls) and then slowly rises and levels out at a very smooth 750 rpm. To ensure starting at all, the accelerator has to be pressed for several seconds.

Could it be a bad cold start injector/system. I measured no voltage on the connector when starting (28C ambient temperature), is this normal?
