Stalling 240 200 1993

About a year ago I was having some trouble with my wagon just dying on me, always at very low speeds, often when I was pulling into a parking space. The check engine light would flash and the diagnostic system said the car was having trouble with the air mass meter. I replaced the meter with a used one, seeing how they are incredibly expensive! HEY the problem seemed to be fixed...
Now a year later I am having similar difficulties except FAR MORE EXTREME! For the past two weeks or so, as I drive, again especially at low speeds and when I break around corners at low speeds, all the warning lights glow slightly and the check engine light comes on. Then the SRS light may come on followed by all of the warning lights glowly slightly. This problem continued up till last week end when we were out in town and the car just died. My wife had left the tailgate open over night and the battery was a bit weak but this time the car stalled and I had to jump her to get us home.
The battery with the car running has a voltage of only 11 volts and about 11.7 with the car off. This leads me towards a charging system error. But maybe the air mass meter has been working so poorly that my charging system is not working properly either? I replaced the voltage regulator and inspected the alternator about a year ago.
I am not sure if this helps but we just moved to California from Colorado....from 6000 ft. to sea level and from my records we get about 20 mpg when we used to easily run 28-30 mpg.
