VA Emission Test fail 200

Here are the numbers my 86' 240 DL auto got today:

15mph:
HC ppm - 139 (125 limit)**
NO ppm - 2816 (972 limit)**
CO% - 0.50 (0.70 limit)

25mph:
HC ppm - 139 (121 limit)**
NO ppm - 2668 (885 limit)**
CO% - 0.50 (0.75 limit)

The cat is about two years old. Any idea?
