FPR smells, but doesn't leak gas. Good/bad? 700 1987

Taking off the vacuum line going to the FPR, it smells like gas, but I don't see gas leaking out when the car is running. I also pulled the fuel return line from the FPR and it seems to pump gas through really well, like the typical 1/2 to 1 gallon a minute spec. Could the FPR still be bad? I've been having stalling and stopping problems, like when putting it into reverse or drive. Also the main fuel pump runs nonstop when key is in ON position. TIA!
