Fuel pressure regulator o-ring 200

Just replaced the fuel pressure regulator on a 1993 240. Is the O-ring supposed to slide inside of the tube on the fuel rail, or is it to only fit up against the tube, so that the O-ring is slightly compressed? I pulled the old one off without noticing this detail. Thanks for the advice!
