Fast idle with AC on 700 1987

Does anyone know how to prevent the idle speed from speeding up whenever the AC is turned on? It is noticeably higher ny time the Heater/AC lever is in the AC position. Idle stays high even when compressor cycles on and off. Car is 87 740 non turbo. Basic heater/AC slide control.
