High beam wiring problem 200 1988

Hi all,

After doing some rewiring, my high beam works only in a "pull the stalk" mode, even with headlights on. I think problem is thick white wire coming off the 86b terminal of step relay on a fender, which is currently connected to nothing. After some experiments with a voltage meter, it seems that this wire gets 12V when low beam is on. But where should I connect this wire to?
