1989 bertone overdrive issue 700

Lately when I start my car in the morning, the car doesnt shift into 4 gear for a while I keep playing with the overdrive switch ( I swapped relays recently from one I got at the junkyard. So at about 15 miles on the freeway, the light comes on and then overdrive works when I turn it off..this is my question. Does the overdrive relay and light on the dash respond by what the solenoid on the transmission is doing..or is it just a dummy light on the dash to say whether
12 volts is being applied or not applied. I believe 12 volts applied is the nom for overdrive to work. Thanks in advance...Jeffrey
