steering box rebuilt...having a shim issue. 120-130

Hello all.
The 220 restoration saga continues...

I rebuilt the steering box, new bushings, seals, etc. When I went to put it back together the part that attaches to the steering wheel would not tighten up flush and still allow movement of the steering mechanism. I put all three square metal shims that I took out, but still no luck. Am I missing something? I have access to another shim, but do not want to "fix" a different problem.
I used the same bearings and races on this side as they had zero wear (jumped for joy when I opened the box and clean oil came out.)

Also, should the adjusting screw be placed back at its highest setting after a rebuild?
