Temp guage error 900

Temp guage now acting up - on last two drives remains on low (coolest) for at least 40 miles, then either when climbing or under load rises upto normal (mid-way). But also flutters sometimes way too fast. Performance seems to be normal, however I have noticed that the engine is at times hot enough to cook on. Is this a just a guage problem or sensor/thermostat issue? Thanks...
