Cruise control retrofit probs 700

Hi All,
Trying to help dealer to get retrofit cruise working,drops out at 38mph,bit slow even for me.
Sussed out pulse to control comes via speedo electronics,not direct from rear axle sender.
This ex-speedo pulse also goes to ECC,overdrive/5th gear,anyone know why,could any of these be affecting signal. Sussed that pulse also goes to radio prob to increase volume with speed but why to ECC & overdrive ?
my overdrive works but the ECC is rotted away,dont need it anyway in this b climate.

By the time I get this cruise working we'll have so much traffic it'll be no use at this rate,unless I can get it to run at about 6mph.
