Fuel pump questions. 200 1986

I am trying to get this car running for another person. It has been sitting for about 5 years. I am getting no fuel pressure at the fuel rail. So I listened/felt to see if the pumps were running when the engine is being cranked. The main pump would click and "bump" but there was no constant noise or movement. When the start position was released it clicked and "bumped" again I checked the connectors with my volt meter and found that in the start position the pump was receiving about 11.75 volts.

I have drained the tank and added about 2.5 gallons back to it and am planning to replace the fuel filter. I have not checked the relay but since I am getting good voltage in the start position I ASSuME that the relay is good. I don't hear the in-tank running either though. I know you are thinking "Why doesn't he check the relay itself?" Well because the car is full (and I mean full)of junk. Especially the passenger front floorboard and seat. However I don't want my friend to spend $85.00 if he doesn't need to do so. By the way I have the main pump out of the car.
