Air Inlet Box on Turbo 900 1991

While inspecting the air filter element on my 91 Turbo wagon I recently purchased, I found the air box is almost totally filled with a piece of foam whick seems to restrict the air flow through the filter element to one small area at the opening in the foam. Can this foam be removed from the air box without causing problems downstream? Will removing the foam increase the air flow to the engine?
