rear sway bar bolt problem '89 760 700

The upper swaybar mounting bolt has somehow come out of the mounting bracket hole on the nut side of the bracket. It's backed off about 3/8" so far from the "nut" side of the bracket.

Any ideas' to raise the sway bar bracket releasing tension on the bolt to be able to reinsert it in the hole in the bracket correctly.
I've not been able to raise the sway bar bracket to take the tension off the bolt to reinsert it so far in the other side of the bracket with a floor jack by putting pressure on either the axle or lower sway bar mount.
Also, what nut goes on the bolt?
Special Volvo nut or what?
