Removing caked on brake dust?? 200

On my way home from work the other evening, I apparently lost a hub cap, so I went to the local pick and pull for a replacement. I found a very good one, no curb rash, etc., but there was a bunch of brake dust caked on it. I thought this would not be much trouble to get off. Wrong! That stuff is like concrete! I don't think the P.O. ever washed his car.

I have used Armor-all wheel cleaner, Castrol Degreaser, Tuff Stuff, and 409. But the brake dust so far has won! Any suggestions? The hub caps are the standard '91 caps.
