E-code headlight upgrade 200 1984

I am upgrading my 4 quad headlight system to an E-code type syatem. All went well except I cannot adjust the hood latch. Either it is too tight or too loose. The Fenders were from a 1991, as well as the headlight bezel, and the hood came off a 1987 model. I took the hood latch from my original 1984 hood. Is the latches different from the 1980-84 model, than from the 1985 model and up? Please advise
