Rusted parking brake drums & more 900

I recently got a 97 960 Wagon - looking to replace the parking brake pads, the ones there now are completely risted out and not holding at all (I guess previous owner left them on for a bit?? ). Do I need to do anything to the rotor surface besides cleaning the (large mount of) rust off? Btw, what is the torque required for rear caliper bolts?

The other issue is a check engine light that seems to be correlated with me cleaning air filter and properly reattaching the intake pipe that comes from behind the grill. Any thoughts?
