What is this part called, and what is it's purpose 700

1986 740 n/a - it is a bosch part, mounted on the side wall in the engine compartment next to the air box. held together by 2 screws. when it is taken apart it looks like to polished metal plates. the bosh side of this assembly has a plug going into it. on the 1987t it is located next to the battery on the sidewall. Is there supposed to be di-electric grease between the two pieces(metal plates).
