won't start 700

I have an 89 volvo 740 GLE 16 value auto that won't start and i'm stumped. engine has spark at the plugs. it also has impluse at the ingectors. ingestors are also clicking. i've installed both fuel pumps, that are new, and they are working. it seems like the engine wants to start but no fuel is going through the injectors. i've also installed a new crank sensor, dist cap & rotor. does this car have a balast resistor and if so where is it approx. any help would be appreciated i'm stumped. thanks.
