Idle surge??? 700 1987

My '87 740 turbo runs fine except for a surging idle at startup. When cold the car will start and bengi to idle around 2000 rpm and slowly (10 - 15 seconds)climb to about 2500 at which point it return to normal idle. The colder it is outside the longer it takes to return to normal idle. Any suggestions would be greatly appreciated.
