Instrument panel is hissing at me, how rude! 200 1981

Actually, it's just the air recirculation button. When depressed, there's no hissing sound, but when out, it hisses at me. I don't think it's the vacuum hoses because it varies if I jiggle the switch several times. Do I need to replace the whole assembly, or is this something I can repair? Any thoughts appreciated!
