93 940 wagon instrument cluster 900

Posted a few weeks ago on my 93 940 wagon speedometer not working. It's dead at 157k miles, maybe 1 year ago. Every other function on the instrument cluster works except the speedo. I replaced the speedo pickup in the rear differential. Wrong guess. That's $120 down the drain. Bought a used instrument cluster from Ebay. Still no good.

I measured voltage to the instrument cluster with the car running. There are four wires to the speedo connector. Each pair registers 12 volts but does not vary with speed. Is that right? Or does the speedo respond to current input?

I am also suspicious that the instrument cluster obtained from Ebay may not be any good. It has only 86k miles.

Advice is appreciated.
