'92 240 low temperature 200 1992

Hi,

I've got a '92 244 Diesel sedan with 198000 Km.
I've noticed that the water temperature gauge often reads too low. If the 9 'o clock position is "normal" than you can say the dial often is at 7:30/8 'o clock.

I'm wondering if this is correct, i.e. the reading is accurate and the temperature is low. Or would this rather be caused by a failing compensation board (so that it sometimes compensates too much/ not enough)(just remembered since I have an European car,i live in belgium, I probably don't have an comp board), or perhaps a failing temp sensor, or even a failing thermostat?

I've noticed that the first time I start the car (morning) it often reads Normal (9 'o clock) and then later when I start it for a second/third/... time it would oft read too low.

Any tips?
Thanks in advice for all your help.
