740 engine runs rough and running rich 700 1989

I have an 89 740 turbo that runs rich, black smoke, and runs rough. It has had a recent tuneup, fuel filter, distributor cap and rotor, new air filter. It had the problem before all of this was done and still has the problem. Also replaced the intank fuel pump since I could not hear it running with the key turned on. Found out the hard way that it only runs shen the engine runs.
