145 License Plate bracket-HELP! 140-160 1974

Hello. I am having trouble mounting the rear license plate on a 1974 145.There are two flat brackets each with two mounting screws in the center. They are almost flush with the tailgate and there seems to be no room for license plate mounting bolts.Is there a piece that mounts to these brackets to hold the plate? Previous owner had plate zip tied-not legal here. Local dealer was unable to find fiche diagram pic showing this area.I am at the point where I am thinking about drilling through the tailgate.Please help.Thank you for your time and effort.Daremo
