pressure in cooling system?? 700 1989

Is there supposed to be pressure in the coolant tank when the engine is cold?
I have a 740GL with the 8 valve

I was surprised that the coolant bubbled over when I took off the cap.
Seemed to be quite a bit of pressure.

Please advise.
