faulty fuel injection system 200 1984

Hi,
I have a problem with my 240 DL, 2.3L. I had the car running a couple of days ago then went to start it and it wouldn't. I have spark at the plugs so investigated the fuel system. The fuses (ahead of drivers door) are OK and I cannot feel the fuel system relays engaging on key on nor do I get any voltage to the fuelpump. At the relays I have voltage at the red wires which goes at crank.
I have fitted a new relay with no change in symptoms

Any ideas what might be causing fuel system not to operate?
