240 air preheat shutter 200

Does anyone know how much of an effect a bad air prehear shutter valve can have? I took it out and checked it according to method in Bentley book, putting it in hot and cold water, and it doesn't seem to be working.
My 1993 245 has been stalling out about 30 seconds after starting it. Have already checked AMM, idle air control, and pressure regulator. Have also replaced hoses to charcol cannister, plugs, cap and rotor. No, in my stupidity I did not change the wires yet.
Also there is oil in the inake manifold hose, any idea why?
