No starting in the rain 200

My 89 wouldn't start after work today, rained all day. Lots of water in the battery area. It started quickly after a jump from my son's 85 which also sat in the rain.

Looks like a week battery...but could the moisture have something to do with this?

Also, is there a way to seal up the hood?
