Boot collecting water 700 1986

There is water collecting in my side wheel wells in the boot of my 760
Could it be coming in from the tail lights ?
Would i need to be replacing my boot rubbers ?
Any ideas ?
Has it happened to anyone before ?

ps
I pulled out the carpet and unplugged the drain plugs
