Headlight assembly bolts rusted 200 1989

In trying to remove the turn signal assembly, I started with the headlight assembly. Two of the three nuts have rusted to the bolts and just turn the bolt head in the assembly. Is there an alternative way to get to the turn signal assembly or a preferred way to get these bolts off?
