buying '91 940 Turbo 900 1991

I've been looking a '91 940 turbo w/ 155k miles. It looks nice and has good records. However, it 'sticks' in 3rd until ~3500 rpm, and there is an oily valve-like object just upstream of where the turbo enters the engine. The transmition fluid is not synthetic and is not very dirty (all fluids look pretty good). Is the transmition an issue? Or is this a bad cable/ switch? As for the oily valve, the car runs smooth and the exhaust is clean. But is there any seals/gaskets to worry about? Thanks.
