es rear window door frame rust...got some on the bottom... 1800 1973

.. i think there is a drain or two in there somewhere and that the rust is a product of a clogged drain. i'm sure others here must have had similar problems.
1. what's the best way to clear the clog?
2. what's the best way to treat the rusted area?
