Failed emissions '87 740 turbo 700

After reading the FAQs and doing some searches I suspect I have the answer but thought someone would be kind enough to confirm. Here are the readings

15 MPH 25 MPH
HC ppm limit- 125 result 136 failed limit 121 result 165 failed
CO% Limit 0.70 result 0.44 passed limit 0.75 result .54 passed
NO ppm limit 972 result 1611 failed Limit 885 result 1888 failed

Sounds like a vacuum leak to me. Any suggestions?
