84 Glti - Fuse #13 Blew, Replaced but won't Idle 200 1984

Fuse #13 blew, and now won't idle under 1500rpm after installing a new fuse. It does run without blowing the fuse (so far). I replaced the Aux-Air-valve with a good used one with no change. Ideas? Ray.
