Uh oh. May have found why the engine won't start. What kind of damage do I have? 900 1992

Due to shredding the timing belt on the interstate, I put a new belt on yesterday. I am certain I lined up all the marks correctly.
However, the engine (B230F) would not start. So, I just now tore it back down. Before I took the timing belt off, I tried rotating the engine by hand. It would not budge. In fact, it began shredding the belt at the crank pulley.
After I took the belt off, I could rotate the engine easily, as well as the intermediate shaft. But, I could not get the cam to budge.
I pulled the cam cover off and saw that the spacers on the #2 intake valve and the #2 exhaust valve were laying to the side and jamming the cam. I was able to move the intake spacer back into position with no trouble.
That cam follower moves easily when I rotate the cam.
The cam follower for the exhaust valve is stuck in the lower position and will not move, even when I rotate the cam to the base circle on that valve.
Even though this is a non-interference engine, is it still possible for the valve(s) to hit the piston(s)?
What other reasons could there be for the follower to be stuck?
