97 960 Keyless remote won't unlock doors 900 1997

I picked up a used 97 960 recently and the keyless remote was broken so I got one on eBay for the same model year/style. Following the instructions in the manual (ignition on/off 4x, on 5th, press a remote button), I tried to program the remote. It seemed to connect as I can lock the doors, but it won't unlock them. In fact, BOTH keyless remote buttons lock the doors! Any ideas or suggestions? Thanks! - Eric
