Best brick for $3500?

A happy financial situation has occured in our household and I am seeking expert opinions on this question: what is the best Volvo one can buy for $3500?

"Best," to me, means the strongest mix of reliability, fuel economy, utility, safety, and fun. I live in upstate NY, which may affect prices (upward).
