960 steering wheel 900

Hey Guys,

I took my '93 960 to the dealer to tighten up the airbag on the driver's side. It was loose and made noise when I drove over bumps. Now, the tech tells me that the horn can't be hooked up with the airbag tight. He said that there's some sort of insulator that is broken off in the steering wheel. They want $600 to replace the steering wheel. Is this a common problem? Is there a cheap fix?
