TAILGATE HARD TO OPEN, ROUGH CLOSING 900 1994

I just bought a clean 1994, 940 wagon, the tailgate seems very heavy and hard to open, plus it closes on the rough side, doesn't seem normal or like other wagons I've owned. I've ALREADY PUT IN NEW TAILGATE LIFTERS/SHOCKS on BOTH sides, but it doesn't help. Are there any other ajustments, or things I can check to help ease operation? Thanks so much for your help, this problem is driving me bonkers.
