Power window fuze 12 burning out 200 1983

Hi:

This morning my power windows all were out. I checked the fuses, and number 12 was blown. So I figured I'd replace the fuse. As a hint to anyone who's never done that before, don't try this while the car is running...a 16 amp fuse burning out cuts a nice straight burn line in your thumb.

So anyway, I turned the car off, I put another 16 amp fuse in, turned they key over and watched as it quickly heated up, glowed red and burned out.

My question is (I'm fairly mechanical, but I don't have much electrical experience) does a fuse burning out like this mean that I have a short somewhere in the wiring for the power windows? Perhaps in the door wiring?

I know this is a simple question, but once again, I'm not Mr. electrical.
