Turn signal problems on 89 Volvo 240 200

Hello:

The turning signals on my 89 240 Volvo stopped working but in a strang/fanny manner.
When I turn the signals, the sealt belt ring/noise comes on and the little red indicator on the middle console comes on.
It is as if something got crossed electrically.

Checked all fuses and they are fine.
