No heat until car's moivng 200 1991

It's about 20 degrees up here in Maine, and we just got an inch of ice last night. I started the 240 and let her run for 25 minutes or so in hopes of freeing up the ice on all the glass (we all no how hot the heat gets on high!!)

Well, the car was up to temp on the gauge after the 25 min, but the fan was blowing cold air. I scraped and headed to work, and after a minute or two the heat started blowing fine. Is it possible something was blocked up until I got moving?
