Front Window Washer Pump 700 1990

My window washer pump failed (or so I thought); I put a test lamp on the connector to the pump and got 12v when I activated the switch, so I changed the pump out with a non OEM model, but it also did not work. Checked for 12v again on the connector and had it, but then I decided to check the ground side of the connector, and got 12v there too, when I activated the switch- is that right? That doesn't seem right to me. Could there be something with a faulty relay or another component in the path that I am not seeing? The circuit seems pretty easy and straightforward.
