Voltage draw across fuel pump relay 200 1984

I have an 84 turbo wagon that shows 10.6 volts across the fuel pump fuse with ignition off. When the fuel pump relay is removed, the green one with 6 leads, the voltage drops to zero. Changing relays does not rectify the situation. I am a bit stumped. The vehicle opeerates normally, fuel pumps engage correctly and ignition shuts off when the key is turned from the run position. The battery will be drawn down over night.
