Idiot can't turn off idiot light 200 1992

The bulb warning light came on and the brake/tail light was out. The warning light came on when we either turned on the headlights or, with headlights off, touched the brake. We replaced the bulb and now all the lights, front and back appear to be fine. HOWEVER the dash bulb warning light is on whenever the headlights are on. We tried: disconnecting battery; pulling each fuse, shining the contacts and replacing; pulling the new bulb and shining those contacts.
Any suggestions besides black tape over the light?
